Tyumen State Institute of Culture is a multilevel educational complex in which science, art, creative activity and applied technologies of cultural space development are combined. Having passed a long way starting from a branch of Chelyabinsk State Institute of Arts and Culture to a multilevel educational complex, the Higher Institution has confidently occupied a leading place among educational institutions of culture and arts in Russia. This is a higher educational institution of Tyumen region which is rightfully named the Blacksmiths shop (Smithy) of talents.
The following institutions are in the Institute structure:
- Music, Theatre and choreography faculty;
- Faculty of Design , Visual Arts and Architecture;
- Faculty of Social and Cultural Technologies
- Intellectual Resources and Informative Technologies Institute;
- Scientific Research Institute of Regional Society;
- College of Arts;
- Children School of Arts.
The Academy was established in accordance with an order of the Russian Federation Ministry of Culture of January 25, 1991.
So, 2011is the jubilee year for the Academy. Also the College which is in the structure of the Academy from the 1st of January, 2009 (it was founded on the 18-th of July in 1956) celebrates 55-years anniversary.
Today the Institute offers a wide spectrum of educational programs of additional, secondary, higher and postgraduate education. Training is conducted for 42 specialities and directions of higher and secondary professional education, including different specialities and art directions (musical, choreographic, graphic and theatrical), also specialities and directions of a Humanitarian profile (art criticism, cultural science, museology, etc.), specialities and directions of an Administrative profile (management, social and cultural activity). 2190 people obtain Higher professional education, 330 people obtain secondary professional education, 225 pupils are trained at Academy school of arts.
Special pride of Institute are the lecturers, many of them are Honored Artists of Russian Federation, winners of the International and All-Russian contests. Their high professional level and invaluable pedagogical experience allow them to grow up true creators and artists for the modern world of Arts. Totally 374 lecturers work at the Academy.
The Institute takes a leading place among various cultural establishments, and it simultaneously solves a number of significant social problems effectively.
I. The provision of region with highly-qualified stuff of the new generation, focused on art-performing and pedagogical work in modern society. Educational strategy is corrected in accord with the change of educational and cultural population needs, and also in accord with the tasks of regional cultural and education t target programs development. As a whole, 5 000 specialists have been trained at the Institute during 20 years. The Institute graduates work everywhere in Tyumen region. Many of them have successfully become top managers of cultural establishments. The Institute is the main regional center implementing the postgraduate education programs and retraining the cultural establishments personnel. The Academy’s Institute of additional professional training organizes the courses of qualification upgrading for the specialists who work with children and youth in the leisure activity sphere, librarians, stuff of travel companies on a constant basis
II. Implementation of creative selection and assistance for most gifted individuals’ abilities development, forming of conditions for their creative self-realization.
Over the last years the Institute has become a place where regional contests and festivals take place: All-Russian contest of young talents “Debut - Recognition”; All-Russian competition of young men of Arts “Tyumen Star Fall”, Tyumen open forum of Arts and cultural innovations “The way to success lies via creativity”; All-Russian youth theatrical festival “Alive faces”; festival of young masters of the Arts “We are to praise Tyumen Region”. All these events have become traditional.
III. New «creative product» foundation.
A lot of creative groups have been created at the Institute or at its direct participation, many of which are widely known not only in the region, but also in the whole country and abroad (the State Dance Ensemble “Tyumen Dawns”, a national team of sports dance “Vera” Formation). Institute groups take an active part in a cultural life of the region.
IV. Maintenance of close connection of theory and practice. Institute lecturers head the leading organizations of culture and art and regional creative unions: V.A. Sheregova – Professor, Head of the Sports and Variety Dances Chair (Director of the Additional Education of Children and Youth Regional Center ); M.M. Birman – the Honored Actor of the Russian Federation, Professor of the Piano Chair (Director of Tyumen Philharmonic); S.A. Gryaznov – the Chairman in subject-cyclic commission of theatrical disciplines of college of Arts (Director of Tyumen Puppet Theater); G.V. Vershinin – PHD in Art Criticism, Professor, the Honored Worker of Arts of the Russian Federation, Institute of Architecture, Design and Visual Arts Director (the Vice-president of the Designers Union in Russia). In order to obtain the maintenance of the theory and practice interrelation, the Institute supports close contact with regional and municipal cultural and educational establishments. Long-term contracts on cooperation with culture committee of Tyumen region (2008), as well as with the overwhelming majority of active participants of regional cultural space are signed and realized.
V. Cultural values transition, population and youth familiarizing with culture and creativity.
The Institute has become the initiator in the information-educational resource foundation for additional education of schoolchildren “Tyumen Internet - Vernisage: training through creativity”. A cinema-club realizing the programs “Cinema without shame”, “The Favourite cinema” is a powerful communicative center, which unites intellectual elite – lecturers, post-graduate students, students of higher schools of Tyumen, journalists, representatives of subcultures. The cultural-educational project “Reading is a fashion!” is very popular, which acquaints the region inhabitants with new products of Tyumen authors.
VI. Carrying out the monitoring and research of a branch condition, studying the formation and realization of a regional cultural policy matters.
Over the last years the Institute has become a powerful scientific research center, the basis of which is the Scientific Research Institute of Regional Society dealing with the regional culture wide spectrum of problems research established in 2008. Mobile scientific groups purposely take part in the regional projects development and carrying out, render real assistance to the regional government, commercial and public organizations. Over the last three years 15 large-scale research projects by the order of Tyumen Regional Culture Committee, Sport and Youth Politics Department of and Tyumen Region and Department of Science and Education of Tyumen region have been fulfilled.
Such researches as “Monitoring of efficiency of culture service delivering to the population of Tyumen region”, “Library activity as the service-information center for population”, “Leisure activity centre model in the municipal administration practice”, “Formation of a movable cultural complex model as an all-purpose way of service for the inhabitants who do not have stacionary cultural establishments”, “Regional Arts and traditional folk culture in Tyumen Region educational system”. Research results of professional surveys are discussed at the international and regional scientific forums which are held in Tyumen. All-Russian scientific and practical conferences “Social and Cultural activity of regional space: tendencies, processes and prospects”, “Traditions and current situation in the sphere of culture and education of Russia and former the Soviet Union countries”, and also regional scientific and practical conferences “Library in the information space of the XXI-st century”, “Prophylactic role of culture and art”.
